2014 February 20th: Ministry of Education-Dili, Press Release: Institutional Accreditation Results of UNDIL and UNITAL

Following up to the submission of the Self Assessment Report from UNDIL and UNITAL to the National Agency for Academic Assessment and Accreditation (NAAAA), on 21 – 24 October 2013, NAAAA has conducted an ‘Institutional Accreditation’ site visit to both universities for 4 days visits by involving a team of reviewers; Dr. Manuel Corpus from Philippines, Prof. Dr. Nirwan Idrus from Malaysia, and Ms. Dirce Belo; the Quality officer of NAAAA.

Based on the result of the observations, assessment, and analysis during the site visits, the team of reviewers recommended that both universities are eligible to become an accredited higher education based on the national criteria/standards, and the accreditation status is valid for 5 years of period and both universities are obliged to proceed to a program accreditation in future.

Both universities are also strongly recommended to continuously improve their quality and taking account the recommendations from the team of reviewers for the future development of the institutions.

It is the full competence of the National Agency for Academic Assessment and Accreditation (NAAAA) to undertake the accreditation process including the public announcement such as this press release; therefore, on Thursday 20th of February 2014, the Ministry of Education through the NAAAA conducted press coverage to formally announce the accreditation status of UNDIL and UNITAL. The Press release was opened by the Minister of Education, HE. Bendito Freitas who took a chance to disseminate the report result from the accreditation panels and to formally announce to the public that UNDIL and UNITAL have been institutionally accredited. The event also participated by the Vice Minister for Higher Education; HE. Marçal Avelino Ximenes, the Director General of Higher Education; Mr. Abrão dos Santos, both rectors of UNDIL and UNITAL, staff of NAAAA, and all local media’s journalists such as TVTL, RTL, STL, and Timor Post. 

2012 October 10-12 Kuala Lumpur, Malaysia : AQAN Conference

As a full-member of the ASEAN Quality Assurance Network (AQAN), the National Agency for Academic Assessment and Accreditation (NAAAA) participated for the 3rd times since it became a full member in 2010 for this global network conference which was held for 2 days; from 10th – 11th October, and Roundtable meeting for full members at 12th October 2012 in Kuala Lumpur, Malaysia.

The forum themed - 'Building Regional Confidence towards Harmonizing Higher Education of the ASEAN Plus Three Countries'- was attended by the representatives of quality assurance agencies, higher education institutions and ministries from the ASEAN Plus Three and ASEAN Quality Assurance Network (AQAN) member countries and MQA's quality partners as well as local participants from the higher education institutions.  The two-day program was officiated by the Honorable Minister of Higher Education Malaysia, Yang Berhormat Dato' Seri Mohamed Khaled Nordin.

The hosting Agency for the events was the Malaysian Qualifications Agency (MQA), where this time Timor-Leste has 4 representatives to participate in this regional event. 


The participants from Timor-Leste are:  

1.     Ms. Dirce Belo (Quality Officer, NAAAA)

2.     Mrs. Elsa Maria Correia (National Director of National Directorate of Higher Education)

3.     Mr. Urbanus Bunga Lolon (Rector of ICR, Dili)

4.     Mr. Miguel Maia (IQA Unit, National University of Timor Lorosa’e)


The main objectives of this year’s conference are:

i). to serve as a platform of exchanges in exploring the commonalities of higher education quality frameworks among the ASEAN+ 3 countries;

ii). to produce a set of principle statements for a national quality assurance framework which serve as an advisory document to facilitate harmonization of higher education among the ASEAN+ 3 countries.

Apart from being member of AQAN, Timor Leste (NAAAA/ANAAA) is also member of the Asia-Pacific Quality Assurance Network (APQN), the network of quality assurance in Asia Pacific region, and the International Network of Quality Assurance in Higher Education INQAAHE, the global network for quality assurance.

2012 September 4th – 13th : Annual Progress Report (APR)

As accredited higher educations institutions (HEIs), all nine (9) accredited HEIs in Timor-Leste have submitted their 2012 Annual Progress Report on 31 May 2012. And as the continuity of this process, NAAAA will make a pre-review towards all submitted documents in order to check the completeness of those submitted documents prior to any further processes.

To facilitate and add credibility to the process, it was decided to contract external reviewers/panels of international experts to assist the national reviewer in undertaking the 2012 Annual Progress Reports. Unlike the previous years, this year the panels has comprised of three panels; 2 international external reviewers; Prof. Dr. Hazman Shah Abdullah from Malaysia and Dr. Michael Tomlinson from TEQSA, Australia; and 1 national reviewer; Ms. Dirce Belo, the Quality Officer of NAAAA.

Further to the submission of the APR 2012 documents, a site visit should be conducted to confirm the content of the reports submitted. Therefore, the site visits have been conducted on 4th – 13 September 2012 to all 9 accredited HEIs located in Dili, Gleno, and Baucau. 

Based on these submitted documents and the site visits conducted, the panels will then come with a formal report of feedbacks to be disseminated to those HEIs.

2012 April 17 - 18 Melbourne, Australia : INQAAHE Conference

As a full-member of the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), the National Agency for Academic Assessment and Accreditation (NAAAA) participated for the first time since it became the member in 2010 for this global network conference which was held for 2 days; from 17 - 18 April 2012 in Melbourne, Australia.

The hosting Agency for the events was the Tertiary Education Quality & Standards Agency (TEQSA - Australia). Mr. Abrão dos Santos, the Executive Director was representing NAAAA to participate in this global event.

The theme for the 2012 INQAAHE conference is The Future of External Quality Assurance (the forum) with the objectives as follows;

1.     to share good practices in QA of institutions and QA agencies;                       

2.     to share experiences on assuring quality in higher education through External Quality Assurance (EQA) & Internal Quality Assurance (IQA);

3.     To enhance global cooperation amongst QA agencies;

The INQAAHE forum is open for members of INQAAHE, AfriQAN, ANQAHE, APQN, ASEAN, AQAAIW, AQAN, CAMES, CANQA, CANQATE, CEENQA, EAQAN, ENAEEE, ENQA, ECA, and RIACES.

Apart from being member of APQN, Timor Leste (NAAAA / ANAAA) is also member of ASEAN Quality Assurance Network (AQAN) the network of quality assurance in South East Asia region and International Network of Quality Assurance in Higher Education INQAAHE, the global network for quality assurance.
