Accreditation Process

THE PATHWAY OF ACCREDITATION PROCESS FOR HEIs IN TIMOR-LESTE


INSTITUTIONAL LICENSURE
  • Institutional Licensure is a governmental initial approval process for institutions to confer academic awards (diplomas or degrees in the case of Timor-Leste).

  • Responsible by MoE - General Directorate for Higher Education (GDHE)

  • A new established HEI will be asssessed based on eight (8) categories for licensure: Institutional Mission, Governing Body and Administrative Management, Academic Program, Minimun Curriculum Development Criteria, Teaching Staff, Library and Learning Resources, Property and Finance.

  • The Institutional Licensure is valid for Two Years and during that period the respective HEI should apply for Institutional Accreditation.


INSTITUTIONAL ACCREDITATION

  • Institutional Accreditation is focusing on the quality of the institution as a whole that cover the areas as: mission, governance, effective management, academic program, teaching staff, learning resources (library, laboratories and educational technology), students, student services, physical facilities and financial resources.

  • Responsible by ANAAA (Autonomous Quality Assurance Agency)

  • The HEI that has been granted the Licensure status will be assessed based on eight (8) categories and four (4) Standards of Accreditation (Refer to the Manual of Accreditation)

  • The Institutional Accreditation is valid for Five Years and during that period the respective HEI should apply for Program Accreditation.

  • HEIs that have been granted the Institutional Accreditation will be subjected to Annual Progress Report Review .


ANNUAL PROGRESS REPORT

  • Annual Progress Report is the continuous process to track the compliance of higher education institutions to the criteria and standards as stipulated in the Manual of Accreditation

  • Accredited Higher Education Institution has to submit its Annual Progress Report to ANAAA.

  • The aim of APR Review is to bring a culture of awareness on the importance of self evaluation and to emphasize the importance of continues evaluation, assessment and improvements as well as the quality of higher education institutions .


PROGRAM ACCREDITATION

  • Program Accreditation is regarded as an integrated package of courses and activities leading to a qualification. Program Accreditation focuses on a specific subject taught at department/program level.

  • Responsible by ANAAA (Autonomous Quality Assurance Agency)

  • HEIs will be assessed based on 4 Standards including 18 additional standards for Program Accreditation.

  • The Program Accreditation is valid for Five Years.


TEMPORARY MEASURE

  • A combined Licensure and initial institutional accreditation process

  • To respond to the current situation in Timor Leste

  • The outcome will be licensed and Initially accredited Institutions of HE.

  • All institutions are subject to the same treatment in regards to accreditation standard and procedures carried by National agency.
